No... The heavy is not a class per say it's just a suit. This is isn't bf3 or COD (I happen to like the former) we shouldn't be fixed into roles. I think a scout should be able to use an HMG as long as there is a massive speed penalty.

If you want to go a bit more crazy with it you can use the old heavy trick of grabbing an LAV, aiming for the nearest red dot when you get there jump out shotgun to the face, rinse and repeat.
