Off the top of my head Assault rifle Ion pistol Shield extender 2x dmg mods FS plate Reactive plate STD plate Profile damp Repair mod Nano hive Flux nade 229 ish shields and just under 500 armour. Can't remember much else. Sorry.

Don't use Hp mods? I mean you could use one precision mod and a shield extender then run 1-2 damps(I recommend only 1 tbh) 1 kincat and leave the last 1 or 2 slots to you imagination. Maybe a range amp(they are pretty awful now) or a extra kincat...

I agree with most of these changes. The only exception I say is allow small missiles and blasters to perform extremely well be infantry and the small rail should have zero blast radius and a extremely small projectile. Large blasters should stay...
