Is painful perhaps the option for a world of tanks-style control would be viable? (Camera is free move, but the turret is still capped by its max rotational rate) best picture i could find ignore the red, referring to pointer/crosshair mechanic

Scout suit is not too fast, if anything they are a tad on the slow side while not sprinting. Use a mouse and keyboard, wont have an issue trying to track them. Unless they are right on top of you, and to be honest, at that point you lost.
