Thanks to the increase in squad sizes, orbital strikes are now far too common. They're supposed to be something feared that happen once in a blue moon, now they happen three times a match Even 4000 is not that much, 4000 / 6 = 666.6667 WP neede...

So as you can see, this fits perfectly in your situation. 100 - 10% = 90 damage. 90 * 0.85 (1.00 - 15 resistance module) = 76.5. 100 - 76.5 = 23.5.
