I would wait until Minmatar Heavy suits are released, then dump as much SP into that. From there on, I'd focus on Core Skills, then Heavy Weapons, various Minmatar racial weapons and so on until I ran out of SP.

I'd run a Minmatar Heavy, focused in AV. Weapon-wise, I'd mostly use whatever Heavy weapon would work best, unless it was Amarr. If I had to use one, I'd use the Combat Rifle over the other ARs, as well as the other 'basic' weapons [pistols, ARs, ...
