1. No. One of the earliest selling points of the game was customisation, even pointing out that if you wanted to be a heavy sniper, you were free to do so. 2. I'd rather say not heavy weapons than AV. Or even more specifically, light weapons only...

12.2 mil SP, and I'll refocus it all on Minmitar Heavy, Heavy Weapons, Combat Rifle, Mass Driver, and Flaylock Pistol. For the full racial package. Any left over that doesn't go into Dropsuit Upgrades would probably be used for a Scout Shotty build.
