According to earlier posts, while all battles will be linked to eve, there would be regional battle servers that would spawn the battles which then link to eve... Has this changed?

Make sure your mtu setting is maxed out, its in the internet connection settings...... I was getting zero comms then I noticed my mtu was set to minimum so I maxed it and then all comms worked fine, whichever bluetooth or USB device I use....

I used to never get voice chat in dust...eventually I noticed that my mtu settings for the internet connection was not maxed out...once I set it to 1500 I got comms going fine... So, if you can't get comms, mtu is something to check.....
