In description, it says it also increases speed. The torque bonus should just be a velocity and handling boost I think.

Best If: You have good weapons Are Squad Leader (commission) You can squish people, especially heavies because they're too slow to get out of the way. I've done it before and it's a hoot. Takes some skill though, but pretty funny. Has risk though.
