That is silly at lv 1 scout you already can't fully fit the suit with cloak. The cloak and db are not the problem the problem is they don't have to pay for those advantages in any way sure they have lower ehp, but you don't get shot at as a scout ...

It also depends on what weapon you use If you are using a Assault rifle stop and pick up a Rail Rifle or if you have enough skill points to get the Assault Combat Rifle it is soo gambreakingly op. Or switch to a scout and tank it up with a shotty....
