Completly not makeable and it should not be done even if possible. Reasons? Sure. The SP system is the persistence stuff and unique for CCP. Reseting would mean nullifying the persistence. Moreover they would loose any trust in gaming community....

Damn I got never ever a hatemail if I was AFK But I must say it is long time in the past. Since I skipped the urge to max out each week and do play other games, it is more relaxing. When I play now (maybe one match a day) it is not afk anymore.

CCP has access to all wallets. They can see the difference between 55 million you saved and BILLIONS due to PC. I totally agree that there must be some sort of ISK reset even if I am not sure how it should look like.
