Keep the bonus just raise the speed by 1% or 1.5%.It does have more hp so only by 1% or 1.5% seems reasonable.I use the scout and its not bad.That bonus is useful to my scout plans.Also give it a bonus to the scramble rifle.Stamina is just 1 bonus...
