No squads matchmaking would fix half the problem. The other half of the problem could be addressed by KDR rankings imo. More likely people who pubstomp are going to have higher KDR ranking than someone who doesn't.

Fix protostomping in pub matches first. A new match making system would fix a lot of the AFK issues. Most people AFK because they been redlined and they don't feel like feeding more kills to the enemy.
