I would say no. If you have a Galscout, though, there's really no point in speccing Amarr scout. They occupy the same roles, and the Galscout tends to do it slightly better - with the very useful dampening bonus.

Scrambler rifles aren't actually that common atm. Rail rifles are the most common weapon in the game now I think, though. CCP Rattati is looking at fixing this so that range actually is a tradeoff - rail rifles won't do as much damage as rifles ...
