It exists in all console FPS automatically, it basically makes your shots aim towards the center of mass on a target in your whole reticle instead of where you aim it. Or something very close.

Just a warning (mouse people notice this more) all entities have different turn rates, heavies and and scouts spin at different speeds, but only a max turn rate not a minimum so you may have to send your sensitivity WAY down, i don't know the spec...
