A melee attack that messes up their aim/balance and knocks them back/down, depending on relative size. Make the knife a selectable weapon and increase its attack speed/strength in return.

Why not give Swarm Launchers a minimum distance? If it impacts with something less than a certain distance, they don't explode, dealing minor impact damage. That way, it'll still kill infantry, just not as nearly effectively as before...

You misunderstand. Perhaps it should be phrased differently. Resources affect the outcome of all and any battle, fictional or real. It is not pay to win. It is "Whoever has the most resources, has the most weapons, and has the most power wins"...
