go look at the card for the skills you will see a shield recharge reta bonus that applies to assault suits then under that there is the actual racial skill bonus that should be the one that applies to the racial suit only. A better skill to ask ...

people dont rep stuff with the logi lav's because the rep toolis a POS that is nothing but a waste of space. its not like we wouldnt rep stuff if it was easier to use the damn tool and it actually worked and u cold get points by using it.

one tip i can give u is to skill up for dropsuit upgrades before you go for any specific suits, it will make any suit u wear better and go for assault rifle skills since its the default wepon

The reason you would want to get up to 200mil sp is so you wouldnt have to respec to swap roles, duh. ur first point is moot i have a very good suggestion reguarding respecs and how they should be implemented go check it out.
