Welcome to the wonderful world of physics! The only weapon not effected by this is the Laser Rifle since it is a beam rifle and not a pulse laser (which I'm thinking the Scrambler Rifle is the "pulse" variant of the Laser weapons).

The only racial variant of a medium frame that I can see being beneficial is the Amarr assault with its 5% weapon heat dissipation rate (or whatever it is) if you're planning to use the SRs or LRs (in which I am).
