Pure speculation, but I think a charge shot is about 300% damage. I say this because I'm assuming it is a whole number interval and from my experience feels stronger than 200% but not quite 400%.

As nice as the Imperial Scrambler Rifle is, it takes up way too much CPU for an advanced suit and you'd have to make too many sacrifices in other areas. Stick with the advanced one and get your proficiency up.
