They just need to make districts valuable and give a real incentive to competitive gaming. Imo, they should bring passive isk back but in a different form that makes a larger amount of districts hard to defend but easy to attack.

Don't spec into minmitar scout unless you're willing to go hard mode. The Gal scout is the best scout for slaying, IMO. Minmitar really doesn't do anything that the Gal can't do better except hack and slash.
