The biggest problem with this is that you will always have to win in order to get something decent. In pubs, win or lose you still get money. If you lose in FW, you get little to nothing. I played 40 matches yesterday in Caldari FW and only won 5....

3% is not bad for caldari assault. If you have 4 of them on it is only 12% of 8 seconds, which comes out to less than a second more, so its not bad.

If you are running caldari assault the depleted shield delay is 8 seconds. If it is 3% each one and you have 4 of them, it is only less than 1 second more to recharge. It doesnt seem much to me.
