The only things I think that shouldn't have stacking penalties is Damage Modules on Shotguns and Sniper Rifles. Those weapons are meant to be 1HK. Eh, why not Forge Guns too, what's another few 100 damage on a gun that can already kill you 3x over, lol Besides, you'd really hate not having stacking penalties in the game when some HMG PRO Sentinal gets in your face and kills you faster than you can the see the bullets fly out of his gun, or a Tac AR that does 120 damage per bullet.

So one day the devs came in and said this will not how this will not fly. So in came the stacking penalties. Had they not removed it there would be ships able to get 99.9% resists today.

Your group of Dual Giga Beam Laser hits[player] perfectly, wrecking for 2 damage.

Also the way percentages work means that you would only get a 46.8% DMG increase. 1234
