Ermm......no. Come on, what do you expect? You're getting shot by huge cannons from space.... Plus, orbital strikes require teamwork or being skilled running solo to get an orbital strike.

But what I don't like about precision strikes is that they take away any momentum your opponent might have gained. I don't like how it's a designed for people who are winning to keep winning.

So if the Orbital strike was reduced damage and your team is dying to an enemy tank. OB is your last defense.

I will agree though that the warbarge OB is a bit stronger than it should be. Tactical Laser Strike? Yeah that should kill any vehicle it hits, but the War Barge one is pretty strong considering its an NPC OB.
