Shields are more about the hit and run. Especially when you can get a good recharge rate. A completely legitimate option would be an extender, recharger, and 2 regulators in the lows. You would then get a bigger shield than a base scout suit, a nearly equal recharge rate, be a little slower than the scout, but also be able to carry the equipment. If you are more of a solo/battle logi, and your weapon is a mid range/short range type of weapon you want shield.
If you run more in a squad, and speed isn't the factor for your survival, then you want armor. I know as a logi, most of my deaths have come because I can't keep up with my squad (or they run ahead of me too quickly). Armor is more of a defensive weapon, but it is 20% better against everyone's AR than shield too.
Also you should think about what else you can put in those other slots. Logis really have the PG/CPU to do nearly anything with 30% more PG/CPU than assault. This means that you could probably fit on a Logistics II, anything that could go on a Assault A. This is only fair since you are spending SP on so many other things anyway.
You could be the defender that actually has the precision skills to pick up those sneaky/stealthy shotgun, or you may want your high slots for damage mods for AV. If you are a triage/medic, you want to be able to get to your friend on time to heal them, but also be able to take fire.
When I'm running in a squad with a heavy I have 2 extenders, a plate, and a repairer and my MD. The slow speed is okay because I match the heavy, and the MD means I can be deadly around cover.
When I'm running with more of an assault squad I have 1 extender, 1 recharger, and am messing around with targetting extenders, but often I have regulators and my shotgun. Not having the sidearm takes getting used to though.
Bottom line is that you are the MOST EFFECTIVE support class. Don't think most in terms of deadliness, but about how the way you are supporting is most optimized. Frontline supply/medic is different than base/defense triage is different then AV area denial (minelayer) is different than vehicle/installation technician.
