Currently, switching between the primary weapon and the secondary weapon takes considerable time. This is particularly troublesome when engaged in a one-on-one fire fight with an opponent. If the ammo runs out on my primary, I cannot switch to my secondary fast enough. The opponent with ammo left in his gun wins by default.
I feel that switching to the secondary weapon should not take the same amount of time as reloading the primary weapon. Switching to the secondary weapon as a last resort should be rewarded as a tactical move that also offers a small chance of survival.
As it currently stands, the secondary weapons do not provide any tactical use or advantage. |

+1, but maybe just for assault, scout, and logistics dropsuits. |

Agree. The switch time on guns is just awful. It should be bumped up across the entire game. Obvious exceptions being massive weapons like the miniguns.

why not have then make a skill for it that would be better than just outright changing it. |

You fixed nothing.
Switching out a minigun should be hard, because 1. Ammo Capacity and 2. It's extremely powerful. |
