Yes, all of those have a heavy need for combat, but they also need non-combatants and they can provide for numerous non-combat roles.
Also notice that CCP has given Dust bunnies some of the same non-combat skills they gave to pod pilots... It is not too much of a stretch to take the existing industry / science skill sets from EVE and apply parts of them to Dust.

Especially if CCP made it an escalation mission such that if I tried it without Mercs, the Six Kin could get access to the Concord Frigate that is there.... OUCHIE.
Remember, CCP is not going to make us create the Dust contracts, but they are going to give us incentives to create them.
