I've searched through the threads and haven't seen this discussed.
Is it for testing purposes that non-militia HAVs (Such as the SICA in my case) do not currently deplete ? |

Ah! Thanks, I didn't know the SICA was militia. But then what's the point of being able to buy many if they don't deplete ?
A few weeks ago I purchased two SICAs just to see how tank handling was. They've been destroyed a few dozen times, yet I remain with two SICAs... |

you only need to buy one of every miltia item, they always stay even if you lose them. this is to give people base fittings to play around with and devise plans for their prototype fittings.
also, ccp wants us to spam vehicles and collect test data from vehicle combats. get vehicles skilled up and join in on the vehicluar manslaughter. |

Check the icons. Blue means it is a blueprint. Blueprint items are basically infinite use items. Currently, all militia stuff is a blueprint for sale. |

I think the free HAV's (militia stock) will continue in all future builds. I think where the difference for vehicles comes into play is whether or not a player has enough warpoints to call down his equipment from the dropships. We currently aren't getting them, or using them, but I think they will work to prioritize and/or vehicles, and other features like orbital bombardment calls. That way the guy who has lost his 10th free tank (taking a vehicle que slot away from a potentially better operator) in a single match isn't getting it completely for free to infinity. |
