I second this.
Using top tier gear to combat top tier gear is good, but it's the people without the SP or ISK to use this high level gear that get stomped in the process. It's not fun and just contributes to a stagnating and rather small playerbase.
Also there's the issue of commitment to the match. You might have two very even teams, but find that your teammates aren't willing to commit to the fight. Suddenly you're the only one fighting an impossible battle against the odds because the rest of your team aren't willing to risk anything for the fight.
Matchmaking alone isn't enough to overcome these issues to provide fun games for players down the pecking order.
Reducing the gap between standard and proto is one way of improving things.
Another way, which would probably be more effective, would be meta locking. Either all pubs, or just a subsection. "High Sec Public Contracts" would only allow loadouts of a limited meta level (equivalent to all standard gear and modules). Obviously dropsuits with less slots would need higher meta levels to compensate.
WoW (vanilla) didn't have a level 1 PVP zone, then by level 2 you were forced to fight against all the level 60s. That would have been crazy. |

That is true but doing a little is better than doing nothing. True again that max skills will give an advantage no matter what but max skills on basic doesn't provide as much advantage as max skills on proto and officer. Max skills on a proto suit gives more CPU/PG wiggle room than on basic . Max skills on the AG-1 gives you 221 CPU and 40 PG on the AGK.0 it's 498 CPU and 91 PG and on the RAGK.o it's 610 CPU and 118PG, more than double and almost triple the fitting room just from the suits themselves. Then you throw on the weapon fitting cost reduction skills (don't forget the assaults as well as logi's equipment) and you can slap near about anything you want on it without worrying about sacrificing much. Whereas with basic and adv sacrifices have to made on some things so you can have better of something else. Restricting gear won't completely level the playing field but it greatly cuts down on the advantage maxed out players have over not so maxed out players and offers them a greater chance to compete. However little it may be it is still a lot better than nothing at all. Removing passive skill bonuses, by which I mean all skill bonuses that provide a benefit other than access to gear and fitting cost reduction / fitting space, would be another major step in improving NPE and match quality.
Players should have to pay for their advantages. |

That said, "unlock some awesome stuff that you can't afford to use" isn't exactly enticing gameplay. I'd rather see everyone get rich from in-game activity than see more of what we have now: the rich getting richer, and the poor being unable to afford to muster competent opposition. I personally suspect the optimal solution would involve a blending of meta locks and pay tweaks. My two cents, of course. The problem with this is, if everyone is rich, nobody is.
Also this would make things a lot worse for low SP players. They may be able to afford great gear, but won't be able to use it. But will have to fight against more people who do have the SP for better gear. |

There are ways of improving the pool from which matchmaking picks players.
Merging gamemode queues would reduce segregation. Either allowing matchmaking more freedom to group players, or to offset issues that may be caused by separating out a meta-locked pub queue. It would also stop everyone just playing domination. |
