This game has always been pay to win, but now its out of hand.
Eliminate strongboxes, and /or the Warbarge. Both are fueled by AURUM and both are responisible the vast amount of Officer gear in circulation.
Of course, I could just forward this all to Sony, and the US BBB, and respective state departments concerning consumer fraud an misleading...

No. Pay to Win is not more evident than ever. Owning the gear never guaranteed anyone victory anyways. I remember using officer nova knives plenty of times but kept on losing the match because my team sucked. At least that was before my PS3 decided to act all weird on me and won't let me install Dust again in an attempt to clean up the client.
Strongboxes are just chance based and often time I just get consumable AUR gear that are not even officer. Most of the time, I got the officer gear through trading. It's likely those who sold them to me got them from upgrading their warbarge which can be upgraded WITHOUT spending any AUR on it. Sure, it takes forever to upgrade the warbarge subsystems if you just accumulate the WB Components passively, but there is nothing about the warbarge that forces you to spend AUR. I managed to get my warbarge to at least level 5 with the mobile factory upgraded to at least level 4 without spending a single AUR getting there. And I was about 3/4 of the way towards accumulating enough WB Components passively before my PS3 started to show its age.
Sure, strong boxes are fueled by AUR, but you are no longer required to spend AUR to get the keys. You're just encouraged. No one is forcing you to open your wallet. In some events, you get AUR rewards as part of the dialy missions. At the same time, you get at least 1 guaranteed daily mission that strictly rewards you 1 key for just one win and often times you get other daily missions that reward you with keys for more difficult tasks.
If there is anything that is far more prevalent right now than it was before, is the promotion of SKINs. But those don't count as pay to win. Also, you still lose the officer gear if you die in a suit fitted with one. And such loses can be expensive. A pair of Nothi's Nova Knives can run up to 200,000 ISK. Officer suits can be over 1 million ISK at times. That's a lot more expensive to lose than proto gear.

If by "use AUR to make free ISK" you mean purchase AUR items to sell back to the NPC market with Jara Kumora The Market Agent, than yeah you can make ISK. But it's not free since it cost you AUR to get that. Now that I think about, your statement makes no sense.
You might as well get more ISK trading some of those AUR items to another player, but then you're not really making ISK. You are just transferring ISK that already exists in circulation from one player to another.
Also, officer gear are not like traditional AUR consumables. A pair of 'Nothi's' Nova Knives requires you to have level 5 skills in Nova Knife Operation with level 3 proficiency. Meanwhile, a pair of 'Pyres' Allotek Nova Knives which are prototype do require one less level compared to the officer. But they are not officer items.
And again, you are not guaranteed to win just by buying them and there are already ISK equivalents available. The only difference is the amount of time to get them. I don't see how getting them sooner is considered a win especially when getting them one level before training the normally-required level means you miss out on the potential bonus granted by the one level you have not reached yet.
