Given enough time and activity, newbros would begin to close the experience and wealth gap which separates them from veterans. This could make for rapid, activity-focused and performance-driven career advancement.

Good idea, I kill other vets all the time. And ofc they have higher SP than me, I only got like 17mil SP. so this makes me happy.

This made me think back, and you know you are right.
But for some reasons, generally it is accepted that even with all of its previous flaws - back then (Chrome) was just fun to play. Yes we had range prof. and stuff like that but people still flocked in the thousands to play.
I distinctly remember things going downhill afterwards. It's as if we have been trying to recuperate those lost players back into the fold ever since.

What would be done to prevent/limit kill whoring? What's to stop me from just waiting for my team-mate to get them low enough for me to get the last shot off and reap the rewards?

This post is intriguing to me because I was part of PFBHz and Hellstorm in those days ._.
Now I feel on par with everyone else even with 75m SP, not as highly skilled as I was back then. I dunno why, maybe it is the changing meta or something.

Hadn't considered the possibility of Isk farming/transfer. Though ... if a player was intent on farming Isk wouldn't it be more efficient to simply run low-meta gear on his main?

Thoughts? I've been proposing this kind of mechanic for 2+ years. Nowadays i'd like to see it based on mu and for the bonus to be in WP but your criteria are good too.
There's a bigger issue here - if we can find a set of game mechanics that allow us to keep the player population together, as opposed to splitting it up by mu or meta, Dust will get healthier in terms of generating matches and the social mixing of the playerbase.
Your proposed rules are a good start. I'd also like to see shared scans removed from pubs as they're the single biggest multiplier to squad power.
With those two changes noobs would have incentive and the merest sliver of a fighting chance. For motivated new mercs it would make a hella difference to their experience in matches.

Promise. Primary motive of this thread is to pitch an idea for improving new player experience and retention rates; eve-offline's steady downtick in headcount makes me uneasy. This game has so much potential; it would be a shame and a waste to see it die. Secondary motive is to hint to Kirk that I do feel bad about throwing him under the bus.

As for players orchestrating accelerated SP scenarios, I can't think of any detrimental exploits off-hand. Imagine Corp Recruits queuing opposite Corp Vets, who teach them the ropes using FW. I personally see no problem with those recruits progressing faster on account of a corp which provides that kind of investment and training (it'd be great for NPE). I just find it funny how a lot of the old ideas some of the older guys have been trying to get implemented were shot down, or simply ignored. Then Rattati comes along and actually does some of the things, and voila! Things are actually working out.
Who knew listening to the players who knew what they were talking about would have good results.

The title was perhaps misleading; changed it from "Closing the Gap" to "Narrowing the Gap" ... this better fits the intent. In practice, I don't believe that noobs slay veterans all that often. Assuming they did and did so often, it would still take years for a 1M SP newbro to actually catch up to an 80M SP vet even with a substantial SP bonus.

If I am running a basic heavy suit with a basic HMG and I knock off a Proto Gal Sent w/ a boundless HMG, I believe I deserve a substantial reward. There are 2 reasons for that.
1: It will (likely) rarely happen
2: If someone has the skill to do that on a regular basis, they deserve to be rewarded.
Now, I will admit freely I run a lot of Starter/ cheap fits because I'm trying to save up my ISK (Sitting at about 34 mil right now, which is as high as I've ever had it). My SP is right in that same window (about 31 Mil). So anything that would help me increase my bankroll I would be all for.
