If I respec'd my 30 mil SP alt and did this transfer thingy id have 103mil SP just like that.

Although thats lovely, yeah, no. Denchald. Any passive SP that alt has accrued cannot be extracted. SP is extracted in chunks over time. The faster you move it into implants the more that is lost and you can only move large amounts (i.e. one million skill point implants) from a character if your warbarge factory is leveled up to five with the necessary components. Please re-read the tl;dr and topic.

269,000,000 SP Total: -26,280,000 passive sp gained over 24. Locked from use.
242,720,000 SP available for extraction: It would take 220 weeks to extract this amount with a 7 day production time using 1.000.000 SP implants because process requires 1.100.000 SP to activate process.
Up to two additional production slots may be unlocked during 'each' job run with AUR or District Kredits. Using the maximum slots could reduce that 220 weeks down to 73 weeks--just a little over a year.
3.) A player could buy already produced implants with stolen corp funds. As we can see above, someone had to go through the process of making these implants in order to afford the player the ability to make this decision. The investment is still there and the economy is stimulated by the choice.

And I am absolutley opposed in entirety to SP transference mechanics being introduced here. Forget hesitant. No. I don't care how many warbarge levels are needed or how fast or slow it transfers.
I too hate the damn fat kids who think its just their cake so they can go ahead and fart all over it. **** having random alts running around with a bunch of SP they didnt earn.
