The experimental assault combat rifle does not have better stats. Its damage, ammo, clip size, reload speed, are all unchanged.
It is the same as the proto assault combat rifle.

The -10% means "faster" The terminology for "faster" is.... subjective to the item in question. Some items say - to mean faster others say - to mean slower... or was it the + that gets all confused with itself? Yeah, there was something that said +x reload speed, where adding time to a reload makes it slower, yet it's a skill so one can infer that the comment was backward. Or something of that sort.
It's a headache to weed through the info pages at times and try to figure out what specific wording means, because there is no clear standardization last I looked.... Or maybe there is now, and i just forgot about it. Mmm.
Anyway, it's not that clear what many items mean without using them or re-thinking their text to fit with a situation.

Might just have to nerf everything else and have these weapons become the new PRO .
