Even if it doesn't, it has a superior number of Low Slots compared to Minjas and therefore is more flexible.

Some=/=significant reason to make it the best scout.
Gal scout has awful base stamina regeneration, one of the most important part of being a scout is biotic stats, and minja has all the stats. Equal number of highs and lows>more lows. Why? Because I have a more diverse selection in every aspect.
In no way is the gal- scout the best scout.

Does it really? Because anyone can equip a proto active scanner and have the same "advantage" as scouts do, with no circle of e-war levels, directionals, and it takes way fewer slots.
Not to mention all E-war is nullified by the scout's main equipment, the cloak. And don't give that "scouts aren't supposed to use the cloak," garbage because the role bonus says more than anyone's false sense of superiority for not using the cloak.

Bro, I didn't start the fire, but I'll pour all the sand I can to stop my house from burning. I'm not forcing my opinion by any means, there is no solid evidence that the gal-scout, or that any other scout, is better than the rest. If I can't point that out to the ignorant peasants who don't know, then who will? They can't themselves they don't play the game. A wise man once said "it is the job of the intellectual to return to the ignorant and teach them of the outside world, even if they reject truth."
E-war IS nullified by the cloak.
The cloak IS meant to be the scout's primary equipment.
Competent E-war CAN be achieved by simply equipping a scanner.
There is NO solid evidence that the gal-scout is better than any other scout.
What part of that is opinion?

having ewar is still useful even if you use the cloak. you cant cloak forever, you have to drop out of cloak sometimes and let it recharge and knowing your enemies movement in the meantime is well worth it. |

I was running Min Scout primarily for quite some time, too many 'You've been Scanned' notices
and insta-deaths to ScR or BrAR made me rethink that, and a respec = all 4 Scouts
Upon respec, you learn quick enough, they all suffer from insta-death syndrome 
-Gallente - best all round EWAR, layout and bonuses
-Minmatar - best combat layout and bonus, worst EWAR
-Caldari - lacks speed, strong EWAR bonuses make up for it
-Amarr - Manages to have the best EWAR bonus, but is as effective a a proto scanner on a mlt suit
I'd rate them in that order, though there are some mean Amarr Scouts out there (+1 to you)
Cal Scout gives a good advantage to your squad (scan range), Gallente hides as needed (damps)
Minmatar is the most troublesome, but clearly the weakest, so a strange balance there 
Amarr, fitting it to make use of the bonus fails, it can't do much a Gal would not do better
Scouts without Cloaks, are scrubs!
(This needs clearing up, the Scout sacrificing slots/fitting space for Cloak/EWAR fits IS a Scout)
(The Guys running hives/scans/RE's etc and saving that fit space for mod stacking ARE Scrubs)
The 'nerf' to passive scans was great, I love being in cloak having to de-cloak check surroundings
and then move in rather than just cloaking and roaming as the tacnet see's fit...
Notice already, all the bandwagon Scouts are in different suits, gg CCP

LOL, dude its so easy to get under a scanner its not even funny. 2 complex damps and a advanced cloak and you will NEVER be scanned, even against a lvl 5 gallogi. Scanners are a joke to any ewar scout.

my tiger scout gets rarely scanned and it has a single basic damp only. most likely because I always come from flank and not the same way as the rest of my squad. getting from another side really lowers the chance to get picked up by a scanner.
anyway, fit 2 proto damps and a proto cloak and the only scanner that can bother you is a proto gal logi with the proto focused scanner which isnt even that troublesome because it scans you for 7 seconds only and has a very long cooldown. just fool them to run in a speficic the gal logi is unlikely to have 2 of them too because of the hefty PG requirement. |

In public gamemodes, one damp is usually enough yes..
But that all depends on the squad you are facing and if Gallogi is active
2 damps or even 3 are what's needed.
A scanned Scout is a dead Scout, unless your are in an easy match |

1. If a scout is tanked enough it doesn't matter if they're scanned. (they're tanked, they can do as any other suit)
2. It's way more practical to run a scout with an active scanner and stack shield.(you won't be scanning other scouts anyway, but scanning the rest of the team with fewer slots wasted is just as good.)
3. The cloak is supposed to help avoid detection, but it stops you from scanning any enemies. You know, the enemies you're trying to avoid? If you get caught in cloak the only thing that saves you is running in whichever way that may or may not have enemies on the prowl.(normally they are everywhere, but you can't see them the cloak won't let you...) So because I use the equipment slot for what it was meant to be used for I don't get the benefit of what I dedicated my suit to? It's ridiculous...
4. The min scout is not longer, by any means, harder to use or weaker in comparison to the other scouts. If you know what you're doing, it's a very versatile suit. Shields are best for avoiding insta-death from heavies, min scout has all the biotics racked up before even adding mods, having an OHK weapon at all times is also a great advantage.

IDK, for me, the Min Scout is not only the most fun, but the most effective. I took the Gal Scout to level 4, but the Min Scout was always better. Maybe because of the higher strafe speed
