EWAR still has SOME meaning, even if it is less than what it used to be.
Some=/=significant reason to make it the best scout.
Gal scout has awful base stamina regeneration, one of the most important part of being a scout is biotic stats, and minja has all the stats. Equal number of highs and lows>more lows. Why? Because I have a more diverse selection in every aspect.
In no way is the gal- scout the best scout.

Does it really? Because anyone can equip a proto active scanner and have the same "advantage" as scouts do, with no circle of e-war levels, directionals, and it takes way fewer slots.
Not to mention all E-war is nullified by the scout's main equipment, the cloak. And don't give that "scouts aren't supposed to use the cloak," garbage because the role bonus says more than anyone's false sense of superiority for not using the cloak.

Bro, I didn't start the fire, but I'll pour all the sand I can to stop my house from burning. I'm not forcing my opinion by any means, there is no solid evidence that the gal-scout, or that any other scout, is better than the rest. If I can't point that out to the ignorant peasants who don't know, then who will? They can't themselves they don't play the game. A wise man once said "it is the job of the intellectual to return to the ignorant and teach them of the outside world, even if they reject truth."
E-war IS nullified by the cloak.
The cloak IS meant to be the scout's primary equipment.
Competent E-war CAN be achieved by simply equipping a scanner.
There is NO solid evidence that the gal-scout is better than any other scout.
What part of that is opinion?

1. If a scout is tanked enough it doesn't matter if they're scanned. (they're tanked, they can do as any other suit)
2. It's way more practical to run a scout with an active scanner and stack shield.(you won't be scanning other scouts anyway, but scanning the rest of the team with fewer slots wasted is just as good.)
3. The cloak is supposed to help avoid detection, but it stops you from scanning any enemies. You know, the enemies you're trying to avoid? If you get caught in cloak the only thing that saves you is running in whichever way that may or may not have enemies on the prowl.(normally they are everywhere, but you can't see them the cloak won't let you...) So because I use the equipment slot for what it was meant to be used for I don't get the benefit of what I dedicated my suit to? It's ridiculous...
4. The min scout is not longer, by any means, harder to use or weaker in comparison to the other scouts. If you know what you're doing, it's a very versatile suit. Shields are best for avoiding insta-death from heavies, min scout has all the biotics racked up before even adding mods, having an OHK weapon at all times is also a great advantage.
