i think the apex suits should be able to use any module in any order as long is its basic. id rather use an armor rep instead of 2 shield regs on my state kampo logi. and another exender instead of 2 rechargers

Rattati use the same coding that prevents heavy weapons being placed on smaller suits to lock them to militia and standard class weapons and modules.
I can fit an Ishukone Assault Forge gun on a quafe suit and still rock a full rack of militia BPOs. Restrict the APEX suits to meta 1 or meta 2 and it doesn't matter how much you can fit with level 5 skills.
EVE Online is what you get when engineers attempt to create "fun" without consulting someone who comprehends the word.

I'm beginning to wonder if that is even needed if you restrict the CPU and PG output. I was thinking about the upcoming "keep what you kill" changes to battle rewards as well and I think that making APEX moddable will in many cases make them actually have some associated ISK cost. If keep what you kill goes out and everyone is running free suits it kinda defeats the purpose, but if most people are running modules that have cost even in their BPO suits then it would still feed into the system.

Plus you have to make sure scouts can't take off the cloak and use more of the suit.

I'm not comfortable with this. I invested a lot into getting these suits and I'm not talking about money here. I had to grind for the faction variants. If these suits cost me 10 Million ISK and 100,000 LPs without the help of any LP Boosters then I expect to see my skill book bonuses apply to them. Especially since the 'Quafe' Scout Mk.0 BPO already applies my bonuses to it. Not just that, but also the suits are not categorized by frame size but rather by roles.

That's another problem. The scout bonus to cloak fitting requirement would shoot through the roof if the APEX scouts are put into the Frame category rather than the Roles category.

Hell they don't even stick to their own conventions... The Caldari scout has the cloak in the 6 o'clock position while the Minmatar and Gallente onces have it at the 4:30 position! You get used to one and then are screwed when you have to change up suits!!!

I think he's referring to being able to rearrange the built-in modules while the PG/CPU become tailored specifically for those fittings. No need to have X PG and X CPU when you only need Y PG and Y CPU.

Low CPU/PG equal to whatever the fitting of the suit is with it's current fitting without skills. The only thing is they need to make a cloak module specifically for the APEX that works like a basic cloak but has the fittings as if you had proto skills in that scout suit. That way if you unplug that module you don't end up with crazy amounts of CPU and PG on the APEX scouts.
