I'm not comfortable with this. I invested a lot into getting these suits and I'm not talking about money here. I had to grind for the faction variants. If these suits cost me 10 Million ISK and 100,000 LPs without the help of any LP Boosters then I expect to see my skill book bonuses apply to them. Especially since the 'Quafe' Scout Mk.0 BPO already applies my bonuses to it. Not just that, but also the suits are not categorized by frame size but rather by roles.

That's the question, I need to research how much I can theoretically fit with all level 5 skills. Plus you have to make sure scouts can't take off the cloak and use more of the suit.
That's another problem. The scout bonus to cloak fitting requirement would shoot through the roof if the APEX scouts are put into the Frame category rather than the Roles category.

On paper that looks like a great idea. But how would that turn out if implemented?

I think he's referring to being able to rearrange the built-in modules while the PG/CPU become tailored specifically for those fittings. No need to have X PG and X CPU when you only need Y PG and Y CPU.
