Make them based off of percentages like all the other modules.....the reason this game is unbalanced is some stats are affected by percentages Movement speed,sprint, strafe, shield delays....etc while others are a static numbers....Armor,Shields. Make plates and extenders add HP in proportion to your suits health (including skills). that way some of the suits can better take advantage of its Hp style.... do this with some tweaks to armor reps/rechargers.
Also add in a damage profile modifier module for the high slot .
With this progression (including reverse modifiers)
basic: -5/+5 , +5/-5 advanced: -10/+10 , +10/-10 proto : -15/+15 , +15/-15
This will add a whole new sense of diversity and unpredictability to dust....imagine some fool thinking your combat rifle can't shred his shields and Bam! Complex damage profile mod...proceeds to shittt on shields

Actually the Shield and armor skills do change your health by percentage. By twenty-five percent I believe.

an assault dropsuit would gain what, 23 HP on a prototype plate? which would be affected by diminishing returns? Which is a reduction of 5/6ths of the current plate efficiency?
Would this perhaps point out the flaw in your little idea and claim it would not affect TTK?

CCP has stated they really don't want to go the percentage route (have no idea why).
I have always felt this was a good idea however.

This idea makes it harder for scouts to have a crazy amount of hit points, which is good, but it also makes it harder for logistics suits, so I do not like the idea overall.
If this game was fun, I wouldn't be playing it.

CCP has stated that Armour Plates and Shield Extenders will never give percentage values. That is beside the point though; I think you should make a thread devoted to the profile modules, because I think that is a pretty cool idea. The only reason I say this is because CCP will most likely look at a thread like that over a thread like this, as I am pretty sure they are tired of hearing complaints about Armour Plates and the like.

You guys do realize they can play with Logi numbers, Assault bonuses, and even Heavy numbers etc to balance this out right?
Assaults could get an efficacy bonus.
Logis could have their base HP increased some.
If the percentages are too large/small, they can be changed.
The only considerations are whether or not this is doable given Rattati's resources.
I don't think the idea is bad in and of itself.

HP modules have fixed bonuses for a reason.
All suits have carefully thought over hit points. First: Percentage based modules would totally break them, would need to be overhauled once more. Granted, it can be done, at the expense of other things.
Percentage modules would indeed be scout nerf and heavy buff. Imaginary suit has 100HP, a huge module +30% HP would give it... 30. One bullet worth. An imagionary heavy has 1000HP: he would gain 300 HP by that single module. That's a HUGE difference. Those modules would be possible impossible to balance considering all.
Percentage HP modules would bring brick tanking fotm back, and in unbeforeseen levels. Yes, there are stacking penalties. But as we are talking about multiplitive bonuses, the penalties barely contain the mathematical extra bonus from there. Only the 4th module bonus gets so small it's benefits aren't that great. Someone might say that stacking penalties could be changed to handle this, but I find it unlikely because CCP seems to consider it as a fundamental law of universe in New Eden. Reasonable, as having different stacking penalties for each module would be chaotic and very difficult to maintain.
Most importantly, it would no longer make any sense to fit HP modules on weaker suits, we would practically be taking away one avenue of fitting options for some.
