Is it effective as an assault suit?
I have no Amarr suit SP invested but I have all the Amarr weapons up to 4 or 5 operation

I dunno about the apex in particular but no, a logistics suit will never be as effective as an assault suit at slaying. (slower, less base hp, no weapons bonuses etc..)
It does have a sidearm if that's good enough for you.

Its swagger levels are off the charts though.
The amount of user confidence it has is pretty damn OP.

On the topic of swagger, we have fixed the APEX assault skins, there was a missing glitz factor on the gold areas.

I wanted the Amarr Logistics because it doesnt have a repair tool and also for the spawn uplinks which the Amarr assault also has. I do not have any SP for Amarr suits so the bonus is really not important. I do have Amarr weapons at high operation and proficiency

It is a tough suit to love. Its weapon is the Assault Scrambler Rifle - a shield destroying weapon - not great right now, jumps around, inacurate; the regular scrambler was preferable. Its sidearm is a scrambler pistol - also a shield based weapon. While both are decent weapons in their own field neither is a weapon for finishing off an enemy.
And, as has been said, Assaults do everything better than a logi - save using equipment.
The Apex Amar logi 'Seraph' carries a reptool, drop uplink, and a needle. Great logi combo, but the weapons preform so poorly together (and the ASCR is below average at best as a weapon) that this "Assault Logi" falls just short of a quality buy. The Shaman (minmatar) still feels the best.
I love the Amarr, I like the idea of racial suits, but the ASCR sucks so bad right now its whole performance is compromised.
I own but do not touch the gallente, but the Caldari is alright as well.
PLAY with the weapons first, before deciding, is my ultimate advice.

The ascr is great, the stats are decent, the uplink+skill is really good, all in all a good combat logi role orientated suit.
