Delay as well, they're ewar/stealth specialists are they not? If they want survivability they should fit it rather than having spoon fed passives.

+1, I agree with everything except probably swapping cal scouts' delay, that would mean nobody fitting regulators at all, but yes at the regen rate.
Blue tagz, I beg you, make shield tanking on par with armor tanking!
EDIT: Another wish: complex shield extenders' PG is too high as Caldari suits are more CPU oriented, so move it from 11 to 10-9.

That's just your opinion, while it's a fact that shield tanking has way too many disadvantages compared to armor tanking.

Indeed Kaisar, but we're talking about overall advantages-disadvantages, and armor clearly has more and less. I myself find the CalAssault awesome if used properly, but that takes skill and effort.

That's called diminishing returns on a sklii:power balanced game.
Its why the Laser Rifle and Plasma Cannon are **** weapon unless they are used right, in which case they become deadly.

Better no but that's all opinion based at this point, however it is rewarding at certain times. This game is geared towards cqc and eventually you're forced to go there, especially during fw. Getting slapped by a std breach ar or scrambler riflevfaster than you can reaxt surely isn't balance, nor are the current regen stats.
Complex shield extenders aren't worth the tradeofff unless you're planning on using regulators in all low slots. Shield tanking anything besides proto regulators are useleds to spite its efficacy bonus, best source of evidence would be the apex cal assault. 2 std regulators and you're still behind cover praying you don't get flanked for a good 4 seconds. I couldn't imagine shield tanking appeal to new players when you can't even effectively regen tank without an adv suit and proto regulators.

you have to be entirely proto shield to do well. and that makes my thrifty side sad.

Late reply but the cal scout has speed, stealth, ewar, and the second best regen. The cal heavy has the best tegen and given his slot layout that is to be expected. The cal assault has the worst of both and is expected to be used on the front lines. Like I said before, it a scout wants regen it should stack it. In the place they are now they can easily disengage and rep as opposed to the assaults who are pretty much required to start their battles from cover.
In my opinion the regen should be ranked:

It is very easy to argue that 66 HP with a minimum of 20HP/s, even with the delay and delat penalties, is just as good, if not better, than a flat 75 HP boost.

The way they did it works better for FPSs. I personally applaud the desicion to make shields for regen and armor for tankiness. It just works better than more traditional MMO mechanics would work in an FPS.
