1. Scout regen/delay swaped with assault 2. Higher regulation efficacy bonus (3-5%) 3. Slight bonus in complex shield mods (70 - 75)

Except one little detail: only swap the regen between scout and assault, not the delay^^ Complex shield mods really need to be buffed
Delay as well, they're ewar/stealth specialists are they not? If they want survivability they should fit it rather than having spoon fed passives.

Better no but that's all opinion based at this point, however it is rewarding at certain times. This game is geared towards cqc and eventually you're forced to go there, especially during fw. Getting slapped by a std breach ar or scrambler riflevfaster than you can reaxt surely isn't balance, nor are the current regen stats.
Complex shield extenders aren't worth the tradeofff unless you're planning on using regulators in all low slots. Shield tanking anything besides proto regulators are useleds to spite its efficacy bonus, best source of evidence would be the apex cal assault. 2 std regulators and you're still behind cover praying you don't get flanked for a good 4 seconds. I couldn't imagine shield tanking appeal to new players when you can't even effectively regen tank without an adv suit and proto regulators.

Then other scouts delay and regen should be toned down too to make the Cal scout still being the best at shields between the four, as it's supposed to be.
Late reply but the cal scout has speed, stealth, ewar, and the second best regen. The cal heavy has the best tegen and given his slot layout that is to be expected. The cal assault has the worst of both and is expected to be used on the front lines. Like I said before, it a scout wants regen it should stack it. In the place they are now they can easily disengage and rep as opposed to the assaults who are pretty much required to start their battles from cover.
In my opinion the regen should be ranked:
