Cloak delay mechanic:
it work by increase the time to putdown your arm when you swap weapon from cloak even though the cloak does not activate. So you will see your arm move slowly down out of the frame.
The decloak animation start only after your arm out of the frame. That mean you body start show when you put up weapon.
Here is the problem:
Shotgun has instant put up, so you can shoot while decloak animation render (free 2 shots).
Even though the cloak does not activate, it sill delay to putdown.
Free 3 melee before your body show up.
BTW, NK put up and knife swing have animation + delay, so it end up around 2-3 sec to attack.

If you are judging this based on your own cloak, and not someone else's, this is expected and is only happening to you, per CPP Ratatatatatata's previous post. You will still look cloaked to yourself, but for others you have already rendered.

Why are cloaks so hard to balance?
Is it because the steps taken to balance them are too small or that their difficult to understand?

Sry, I don't use shotgun. I use NK and it has animation + delay when pull-up (about half second). So with 0 decloak animation, I won't be invisible while swing NK.

Team Fortress 2 has had a perfectly serviceable cloak model for 7 years. The game simply doesn't let you fire at all until X seconds have passed from turning off cloak. DUST Cloaks could just not let people switch weapons from cloaking. Have it be click, fast appear animation, you appear, you can then switch.
This animation method means that certain weapons are effected but others aren't. Ironically, the combination that gets all the hate and vitriol from the community is the combination that is actually buffed by this change...

Had several matches where scouts were still firing while cloaked. Didn't pay attention at the time that it was only happening with cloaked scouts that had shotguns.

Honestly though, not testing things before committing them has been one of CCP's problems with Dust since at least as long as I've been playing it and if they do test them then they need to fire the QA team and hire a new one (not just because of this one mistake but all of them); because honestly how could they not think to test the cloak + SG which is what most of us were b!tching and moaning about to begin with.

Actually I think the OP may be right. I had two very different experiences with the cloak last night.
One guy cloaked and rushed me. He had to jump around and avoid shots for a second before he uncloaked and started shotgunning. I won that one (not by much because he did a VERY good job of dodging.) But I watched him as he decloaked and saw the time difference. He was using an ACR.
Another guy rushed me cloaked on a dom a few matches later. He fired two times from cloak with a shotgun. I died just about as he decloaked.

Even though the decloaking animation time is correct people are still able to do weapon actions during that character rendering phase.
Basically CCP increased the time it takes to become visible but didn't increase the time it takes to switch to a shotgun and shoot stuff.

- CCP increase the time that character take to swap weapon when hold cloak device. (delay) - Decloak animation start after swapped weapon. Other words, the animation play during when you pull up gun. - Shotgun has instant pull up gun, so you can start shoot at the same time the animation play. - melee while hold cloak has no delay. (delay apply only swap weapon) - activate cloak or doesn't activate cloak have same swap delay.
Workflow: Swap weapon from cloak State 1: user press swap weapon button >> immediately action State 2: character lowdown arm to swap weapon but still fully cloak >> take 1 second to complete State 3: character pull up gun, decloak start, and animation start (character start to show up ) >> *, ** State 4: character is fully visible (decloak complete) >> 1 second after state 3
* animation render 1 second, but pull up weapon take time depend on each weapon.
** user can start shoot at state 3 if his/her weapon has instant pull up time.

Seems the ScR can still fire while cloaked as well cause I just got obliterated by a cloaked scout using one (he was in front of me so I know he was cloaked.) while I was in my uplink scout. Went and tested it myself to make sure it wasn't lag and I can get off about ~10 shots before I decloak. Out of curiosity I went and tested the other rifles and they too can fire. The catch to how they work is after switching to the weapon, tap the trigger until it starts firing and if you're using a full-auto version you can just hold down the button afterwards (still have to tap til it starts firing though).
Edit: I didn't test the Caldari weapons as they have the spoil up time.
