Once it is done and been live you cannot undo the effects as the huge SP mass is out there. Also even when changed quickly, there would be ground shaking player opposition if something already granted would be reduced back to current.
Why would it be bad?
1) First I remind about what CCP already found out: game must not be too grindy. Remember SP events before current nice system was used? The players and even devs found the events grindy. 700k+ cap was hardcore even for a single week event. Imagine 52 week grind. There's "the SP race" to stay competitive.
2) 750k unboosted per week, can CCP really bring enough content to sink in all that SP? And if yes, how bad it would react to new players? If good stuff would be hidden behind a wall of, say, 10M SP - how on earth could junior players match that? For the first time there would be a case that while most skill trees are balanced with new players progression in mind, the new SP sink trees would create areas of expertise that could not be reached by juniors in reasonable time.
BTW 750k with triple omega (no matter whether the end multiplier is 4x or 8x) is gonna be MILLIONS of sp per week.
3) Having players with everything opened up kills the feel of progression, kills the drive to reach and open something new. This could very well drive people away from being active players.
4) On AFK farming : Saying "now AFKing will be even dumber" is actually opposite from truth. - Currently, many people will not afk farm as they can actively cap out during a week. After proposed plan, they can now supplement their active games by afk farming. - Currently, many people cap in 2-3 days (with or without farming). They have no point in farming afterwards. After proposed plan, they can get extra benefits the whole week by afk farming.
If capped there's no afk farming. If cap is not reached afk farming is sensible. This is a solid fact.
Bonus personal example: Currently, I cap my chars in about 60 games or 20h of afk farming. After reaching the cap I begin to actively play that char to reap the extra games of 1500 or 2000 SP. After proposed plan, I assume that after farming 250 games for each character the week is almost over leaving only few active games.
5) Having extreme range of SP laying around makes char and SP transfer to (theoretical) Legion so much more difficult for devs. Currently the range is managable 0 to 80 M SP. The range of zero to 600M sounds so much more harder.
6) If argument 'only few people max out that hard' is used it's countered by 'then keeping barriers limits only those few people while reaping the advantages of prevenbting the damages'
TLDR: In having 750k cap, with triple stacked boosters multiplier and extra after game multiplier boost, there will be kazillion SP each week. Given out SP cannot be undone. Huge cap promotes afk farming. Huge cap is grindy. Either SP race has meaning and is essential to have that new SP - or - there's no meaning to have new SP for veterans.

Despite my critique on new quadruple cap earlier,,
I salute the 1.9 and welcome it's changes. The biggest expectations which are hard to guess beforehand are the improvements on the framerate.
People would enjoy Dust a lot more if they accepted the fact that EVERYTHING is subject to change

Question to Rattati:
Instead of (very likely) breaking the weekly cap by quadrupling it,
how about reviving the plan of rolling cap?
THAT what players loved 18 months ago, THAT would not break your SP progression and stuff.
People would enjoy Dust a lot more if they accepted the fact that EVERYTHING is subject to change

You DO know that boosters do nothing to how fast you reach your cap, don't you?
You get play the same amount of games, you earn the same base cap - PLUS boosters give that extra as a bonus.
