On top of his idea I would propose that all weapons have a set number of items per day that everyone gets a chance at and officer weapons would reenter this pool when sold to NPCs to cycle around giving many people a little extra isk until the weapons land in the hands of someone that wants to store them and use them. All gear that is BASIC and above could work on the same system and militia is mixed in randomly or used when the equipment buffers get low.

Basically, if a player has Operation or proficiency in a weapon, it increases relative drop rate by 10% per level, making it more likely to get that weapon. Even if you've spent prof skills across the board it helps you increase you chances of gaining weapons regardless. Try the new Planetary Conquest Mode!

Ultimately though you have to question how much more effective or work heavier is smart salvage vs scrapping (destroy item for isk) sub officer levels. Markedly I do say props for the idea; its been a while since I seen it pop up and its nigh time to put it back on the radar.
