Everything including AUR Items, BPOs, Officer Items, and LP Items have a set ISK price. This is what they use to calculate rewards at the end of battle.

On top of his idea I would propose that all weapons have a set number of items per day that everyone gets a chance at and officer weapons would reenter this pool when sold to NPCs to cycle around giving many people a little extra isk until the weapons land in the hands of someone that wants to store them and use them. All gear that is BASIC and above could work on the same system and militia is mixed in randomly or used when the equipment buffers get low.
