Try posting in the "rookie training ground" for advice.
Your fit isn't bad. I would opt for all 3x shield extenders for a new player. The Armor repairer you could switch for a shield regulator, but armor repair is also good.
Good that you are using the state assault suit rather than a medium frame, medium frames are terrible. Only trouble is, Caldari loyalty points are hard to get as they often lose.
Partly for this reason I would swap the state rifle for a standard or advanced rifle (bought with ISK not LP). It also has better range than the assault version so you can stay out of trouble better.
I hope this helps. |

If you're not using complex with damage mods, I'd suggest ditching them for shield extenders. There's little reason to have rechargers if you don't have a bit of shield behind them. If you can, swap out that repairer for a reactive plate. Slightly slower repair rate, but you get a little bit of extra armor on the side to make up for it. Other than that, you've pretty much got the fitting down. Just build around high shields and high shield recharge rates, as well as cutting down the delay before they begin recharging. Kinetic catalyzers don't hurt with them either, as having that extra speed can allow you to get out of a situation before it gets ugly, though you're best off investing in advanced suits for now, your core skills, and those energizers/extenders/regulators. Everything else comes secondary, but it'd be wise to try to get them all to advanced at least.
Nova Knives are best sidearm.

Just a minor correction here, the assault RR's have the same optimal and effective as regular RR's. The damage and recoil patterns though make it difficult to hit targets further out with the Assault variants.

The point is still good though. Caldari generally excel at long range engagements, so having an assault rail rifle on one probably isn't the best choice just yet.

I recommend using 3 shield extenders in your high slots. The armour repairer is fine in the low slot, a little armour regen is helpful.
Are you not using a sidearm? One of the many Caldari sidearms, the bolt pistol, is very good at the moment.
The forums have ruined me.

Visit the Rookie Training Grounds, read as many threads as you can.
Join a starter/training corp, like Immortal Guides, to help you along.
Invest in core skills before weapons or suits -- nobody ever complains about spending SP badly in core, but there's a lot of complaining about weapons and suits as things get rebalanced.
When on the battlefield, stay in groups with your teammates. A solitary low-SP player is easy pickings. |

Caldari generally excel at long range engagements, so having an assault rail rifle on one probably isn't the best choice just yet. Actually I think this range data is out of date. According to a recent chart from Rattati about hotfixing rifles (Charlie or delta, can't remember) assault rail rifles have slightly less range. However you are right that the difference is probably more evident in things like recoil and sights that help normal rail rifles be effective at longer ranges. |

Loose the damage mod, energizers! or regulators if you don't have the cpu, one complex extender should be more than enough. peak out shoot then go back into cover do not engage head on....
energizers with your core skills maxed you can recover about 100hp/s (shields and armour) on a proto caldari assault......
