If you're not using complex with damage mods, I'd suggest ditching them for shield extenders. There's little reason to have rechargers if you don't have a bit of shield behind them. If you can, swap out that repairer for a reactive plate. Slightly slower repair rate, but you get a little bit of extra armor on the side to make up for it. Other than that, you've pretty much got the fitting down. Just build around high shields and high shield recharge rates, as well as cutting down the delay before they begin recharging. Kinetic catalyzers don't hurt with them either, as having that extra speed can allow you to get out of a situation before it gets ugly, though you're best off investing in advanced suits for now, your core skills, and those energizers/extenders/regulators. Everything else comes secondary, but it'd be wise to try to get them all to advanced at least.

Good that you are using the state assault suit rather than a medium frame, medium frames are terrible. Only trouble is, Caldari loyalty points are hard to get as they often lose.
Partly for this reason I would swap the state rifle for a standard or advanced rifle (bought with ISK not LP). It also has better range than the assault version so you can stay out of trouble better.

Just a minor correction here, the assault RR's have the same optimal and effective as regular RR's. The damage and recoil patterns though make it difficult to hit targets further out with the Assault variants.

The point is still good though. Caldari generally excel at long range engagements, so having an assault rail rifle on one probably isn't the best choice just yet.
