Keeping the best killers alive ensures you win via clone count.
Keeping the worst alive will (hopefully) train them to get better.

I didn't know you had a DPS penalties on your suit so you must be talking about the HMG.
Tactical decision currently no. Lets see as a logi I could either get a couple of kills(2 x 50 wp) and maybe a few assist(3 x 25 wp) or I could get 5 guardians( 5 x 35) and some triage points (easily 200 by the time they kill 5 people)

Yes it is. However this choice has nothing to do with the fact that your using the rep tool or a logi. Every time someone on your team decides to "go for it" you have to make this decision doesn't matter if you have a rep tool or weapon in your hand.
Logi could be the most versatile suit out there with the ability to make a real difference for their team. However most of them only see the stream of triage points coming out of their rep tool.
The overheat mechanic would create a better combat. The overheat doesn't need to sieze the rep tool and make you a sitting duck. Hell it doesn't even need to cool down for that long. It simply needs to make it so you must decide when to start repping not just latch onto a full hp heavy and wait for the triage to start. It needs to create an opening for the opponent to push once you have to start the cool down. Yeah you could swap to your nano hive and drop of those during this period to help out.
Most of your concerns about the logi maybe well placed. 1.8 raised most suit to above the power of the logi which was king of the hill. I have even pointed out buff for the suit that I think would be useful. If logis were so worried about your equipment in general and not just the wp fountain rep tool. Logis would be screaming about the fact that you can only carry 2-3 nano hives at one time. How about the fact that you can't use drop links to advance the squad because you only carry 2 at a time. Maybe logis would care that scanners are currently junk comparatively to rep tools and need to be useful without being op again.
Again I am all for the logi suit receiving the tools it needs to survive on the battlefield, What I want is the logi to be a force multiplier and not a single person multiplier that the game pushes it to be. The logi main focus should be the over all health and supply of the team not the individual that gonna make them more points.
On a final note Meee One I do not know what kind of logi you are or how you operate on the field so none of this is directed at you,
Currently the game rewards heavy chasers and creates a very non dynamic class. Making the class care more about its specialty and learning the in and outs of logi will only deepen the class. This in the end will be far better then the current logi being nothing more then heavy chasers(now) and assaults with extra equipment(pre 1.8). I am more then willing to discuss anything that will help the class out and make it something everyone hopes they have on their team.
