You make melee mods 3x stronger but have 100% stacking penalty. This would allow little sacrifice, for a potential rewarding kill, yet not allowing it to be abused!

I would make them give a stamina regeneration bonus in addition to the melee damage.
Melee is heavily reliant on stamina, and since you wasted it on sprinting to get close to the target, you don't have any stamina to actually melee the guy.
Cloaked scouts aren't as hurt by it since they can come close by being undetected, but any other suit trying to use melee needs that stamina.
A 50% bonus to stamina regen (instead of 100/100 to amount and regen in normal stam mods) seems fair.

They're already in the store so it would be much more interesting to turn them into something completely different. I'm thinking the reactive plating of biotics. Something that would boost stamina and speed. For example:
STD: +10% stamina, +20% stamina regen, +3% sprint ADV: +20% stamina, +40% stamina regen, +5% sprint CPX: +50% stamina, +50% stamina regen, +7% sprint
OR
something that would increase base movement speed!

Stamina tanking isn't or at least shouldn't be much of a problem.

Myofib mods used to give a passive increase to melee strikes in addition to the bonus from actually equipping the mod. CCP could bring that back.

Okay, while I do like Cat Man's approach because I do find myself having to throw on a Complex Cardio to make some of my melee based suits to work, I don't believe we should stop there because melee hit detection BLOWS. ABSOLUTELY and UTTERLY you can easily get the sound byte of your fist hiting the CLONES face but NO DAMAGE will me done. ESPECIALLY ON SCOUTS ( Do research on Calamari Scout Spacial-Rift Algorithym for info)

NOT ONLY CLOAKED SCOUTS AS CLOAKS ARE NEARLY UNNESSESSARY TO SCOUTS SINCE THEIR PASSIVE DAMPENING AND PASSIVE SCAN CAN EASILY AIDE A SCOUT TO CHOOSE WHAT EVER BATTLE IT WANTS.

Okay lets implement that ADHESION they put on the NOVA KNIVES and put it on to eaither the MOD ITSELF or on EVERYONES FISTS.
