So why should gal scouts get similarly arbitrary treatment. not arbitrary. gal scouts never had the precision bonus. and this bonus only makes the min scout underpowered. unless min get's a third bonus (i.e., dampening) then it is the worst scout simply because the gal scout can scan it without having to sacrifice anything. basically, just want the suits balanced. gal does not need the scan bonus. and a shotgun bonus would help it with regard to the stupidly op six-kin heavies. i mean: as a min scout, i'd take dampening and hack - - but i don't know if everyone else wants that.

The Gal bonus brings it to 31.5. 1 precision mod brings it to roughly 23 ish and 2 brings it to 19 ish... The Minmatar scout goes to 23 ish with 1 damp and 18 ish with 2 damps. Just because the enemy knows where you are, doesn't mean you can't use that against them(so long as you know where they are as well). Adjust your playstyle & fits to the situation, the Min scout is just fine as is.

First it range and dampening not precision, second with max ewar skills all you need is 1 proto dampener and a proto cloak and you get under everything except a proto active scanner.

That is correct. Tie goes to the scanner. Also, there is rounding, so if a scanner has 18.75 dB, and a dampened merc has 18.6 dB, both round to 19 and the scanner wins.
