It DOES have precision.
The reason it has a bonus to precision is because of its limited number of High Slots.
Similarly, Caldari have a dampening bonus because of their limited number of Low Slots.

Similarly, Caldari have a dampening bonus because of their limited number of Low Slots. wrong, cal has dampening to get under focused scanners on gal logi. rattati said this somewhere. the bonus literally allows cal to do what every other scout needs to do, but the gal, to get under focused - - use all lows for proto damps and proto cloak. gal should have damage buff to help it kill non-scouts. just like the nova knife buff only affects non-scouts.

Wow, this is true. I had the wrong numbers. How the heck was I on permascan by a Gal scout then? I run two damps and a kin cat. I guess he had an amarr scout with him - - but it seems unlikely. And I didn't get the scan warning, so it wasn't an active scanner. Anyhow, I'll try the suit again later. Very frustrating. While I have disagreed with your approach I am glad to see someone who is willing to accept reason and be proven wrong.

Tie goes to the scanner.
Also, there is rounding, so if a scanner has 18.75 dB, and a dampened merc has 18.6 dB, both round to 19 and the scanner wins.
