Long answer: They messed around with their genetics too much (in attempts to improve themselves) and accidentally gave themselves a genetic disorder that causes them to go into a depression so deep that they lose the will to live. Due to how much they messed up their genetics already the problem proved impossible to fix and they have been on a slow decline since. CCP hasn't done anything with the Jove in a while so some speculate that maybe the decided to kill them off.
